In the eyes of many people outside of the USofA,yes,it's part of it at least.
I say that as someone aware of problems within their own country that might be yet more obvious to those not living in it.
I say it all as someone who,whilst valuing much of what their society has contributed and protects,would wish that all the border lines on maps and in minds were removed,so allowing us to see ourselves - all of humanity - as an 'Us',with no 'Them'.

Truly I would weep with happiness on the day that happened.

I'm sure George Washington would be very proud.
