Also like the article mentions, kids are expensive; and with the middle class shrinking, middle class parents might not be able to afford having more than 2 kids without having to get Food Stamps, Medicaid, or other government beneficiary services. Plus, people are waiting longer to have kids, so they might not feel like they have the energy to have more than 2 kids.
