Yes, the cameras are making a difference. But, as far back as Rodney King, there was video evidence of criminal police behavior which went unpunished. No matter what Rodney King had done, he was beaten with batons and kicked long after he stopped resisting.
As a Chicagoan, I will tell you this is a huge relief. Everyone was expecting riots. More importantly, though, this is justice. You don't get to shoot someone who is walking away from you SIXTEEN times and then call it self-defense. Trump can't pardon him because this was not a federal case. It was local. I'm sure he would if he could, what with being an evil racist bastard.
