I think the culture covering up the abuse is worst, because if not reported the abuse will go on and there will be many moire victims. Then the individual acts of abuse itself is next worst.

The abuse is far worse since it has a life-long effect on the victim, even to the point of driving them to suicide, alcoholism, drug dependencies, self-harming and innumerable other detrimental effects.
The culture of covering it up is CRIMINAL, to say the very least, the abusers rely and depend upon the culture of covering it up, e.g. the Catholic Church, that is why they are so prolific.

I think any hypocrisy cn be labeled a scandal... but you do have a point about it beign so common that nobody is ever shocked any more when this stuff happens.
