Seems to be everything is been don Backwards in the US.
Should be....Take measures to suppress the Virus and when this has been done then open the Schools.
But instead
Wait until the Virus is spread, Open the Schools, spread the Virus even MORE and then Shut the Schools down after having achieved the spread of the Virus.
If you made a plan to spread the Virus you could not have done better.
