This "counselor" is more an Inqisitioner than a counselor.

Harassment by teachers and counselors MUST be addressed by the District and cannot be dealt with by the students. Teachers must be afforded the authority to manage students while on school grounds which cancels the ability of the student from being able to deal with a bigoted teacher or counselor. The District needs to be the monitor of school authorities and should have taken action.

As for harassment by other students, the role of school authorities is in part to insure the safety of students. They won't be able to oversee everything, but they have no business abdicating this responsibility.
