He tried to murder an entire family over a trivial dispute at a free sample food station at Cosco. The deceased was mentally challenged, his parents almost died as well. This stupid person decided to discharge his weapon. He wasn't even working, he was off duty with a toddler. This should be a capital crime and the sentence should reflect that.
