It's a valid point in the comments, that a man doing the same (masturbating on a public beach) would undoubtedly be charged as a sex offender, a label that would stick for life but with no explanation of the circumstances. He would be barred from going near schools, parks, playgrounds, and it would be assumed that he was a child molester by anyone who simply knew of the charge and nothing else.
