None the less there will be protection for the highways & most countries are law abiding as evidenced by rising populations. We can now limit the abominable sound blasts that the military conducts when whales are migrating with calves. Poaching is always a problem, but agreements between nations is working.

I guess illegal whale hunters already had this information, or we just made their job easier.
