I have seen way too many of these people over the last 3 years. People that barely passed HS biology and wouldn't even take HS chemistry or physics trying to explain why PPE wouldn't work.

My first thought though was that "agnorant" might be someone who is ignorant but doesn't know it or believe it to be true. I admit I'm ignorant about many things, but there are many people who don't believe they are ignorant about some things, and so yes, as in the meme's definition, they are arrogant in their ignorance.
