I think Ronald Reagan, being an actor, (mostly) let others give him "scripts" which he performed. I don't think he actually understood the policies he was told to endorse. He just learned the superficialities of policies and the taking points. He was the ideal public face to fool the American public into voting against their own best interests.
Almost 50 years hasn't shown this to be wrong in any aspect!
