Support is given through and paid for by central and local taxation. Most of my wages comes via Aberdeenshire council, with much of service users costs met by the state.
An example of this, is the cost. Services to support someone 24/7 per year sits at around £150000. If we look at a young adult who lives for half a century will cost the state vast amounts of money. Would a health insurance company pay this? Not in the UK!
