It is the decline of manufacturing in western countries due to globalisation and a shift of manufacturing to low cost (predominantly low wages) manufacturing centres, China being the obvious example
Multinational companies make huge profits by shifting production to the cheapest place to operate .. and as employment in a developing country increases, wages increase, and then the manufacturing companies move on, leaving poverty and social breakdown behind them.
It is not a new phenomena .. Paisley in Scotland was once one of the richest towns in Europe due to Coates (later Coates Viyella); the company sent employees around the world, setting up new manufacturing plants and training locals there in the production methods .... leading eventually to the decline of Paisley whil Coates continued as a successful multinational company.
If you don't like the effects ... stop buying imports from China and other low cost manufacturing bases.

Unfortunately, I couldn't get through this because I dislike Hedges and find him hard to listen to.
I'm hoping to take the lazy route and learn more about this in the comments.
