It's always tickled me the way Tunick gets away with this. If he declared himself simply a photographer, wanting to take nude photos in prominent public places, he'd be told where to go. But no, he's an artist who creates installations, using the naked human body as a medium, and the camera is merely a way of recording his transient art. And authorities are falling over themselves to let him rock up with naked people in the middle of urban areas (Though that doesn't seem to be the case here, that's certainly been some of his work in the past.)
Hats off to the guy. He's realised and exploted the fact that humans generally don't actually have an objection to nudity, rather they make presumptions about motives for being naked outdoors or in public, and object to those presumed motives.
Art makes it innocent. The fact that it can't easily be misconstrued as being directed at onlookers, makes it non-threatening.
