Sadly, that means legislators would need to offer up a bill, and that won't happen because of fear of outcry. I personally met with my Virginia state legislator to press for legalization of nudity for a location already frequented by nudists (and he said he'd been there!) but he stated there was zero chance of passage so he would not even bring the idea forward. (He added that since being elected he could not go back there for fear of a photo being taken.)
