It is all about socialisation. The USA is a very repressed culture sexually. So women wandering about displaying their mammary glands can be very sexualised.
Much like the fight for equality by people of colour during the Civil Rights era the USA will have to move gently towards the de-sexualisation of breasts and just accept them as part of us. Same for genitals, although they can produce more problems due to excretions of blood, semen, urine and other discharges.
When we look at the act of nudity, it isn't always sexual. We tend to know when sex is involved, otherwise it's just skin.
