These are fluorescent 'tubes'. They don't heat up like incandescent bulbs. It is problematic to change the tubes (which last a lot longer than bulbs. One has to remove the end connector and pull the tubes through. It is pretty dumb, though.

fluorescent lights don't get that hot. how do you change the bulbs?

Simple. Remove the trim, tear down the wall, change the bulb. Put up a new wall and replace the trim. DUH!
