Good article, this is something just for the big cities with gang related problems to implement.
Why just those geographical and demographics?
@ejbman I thought about that before I answered. It seems where the gangs are the reasons for the results of drive-by shooting for gang initiations, killing someone is the initiation, and treating other places with minimal or no gang related killings should not be penalized for what happens in the big cities. It's a start since there are so many soft targets including more tourists in the cities.
@RoadGlider But mass shootings are not limited to those locales and demographics. In fact, some quite deadly ones have occurred in relatively rural settings. I think it's also a mistake to consider limiting access to guns as a "penalty", as such. Is limiting access to cyanide a penalty?
