Has anybody heard of this? looks like something to get behind
The National Popular Vote interstate compact would guarantee the Presidency to the candidate who receives the most popular votes in all 50 states and the District of Columbia.
Since 2000, with the three presidential elections won by small margins or winning only because of the Electoral College vote, this is not a new idea. I have not been able to find a "National Popular Vote interstate compact" in my research and Snopes has not heard of it either. I also talked with a political science professor who says that this would require a constitutional amendment.
The Electoral College was thought to be a balance between those who could read and write and those who could not in the late 1780s when the majority of 80 percent of the population could not read. Today, the US stands about a 50 percent literacy level (those who can read at a seventh-grade level or above).
Should the people be able to vote directly for the president and vice-president? Absolutely. But again, a "compact" will not cause the change - a constitutional amendment is necessary.
@MikeFlora Thanks for the link. I spent time reviewing it and the information provided - But it will still take a constitutional amendment to change the Electoral College system. Here in Missouri, the proposal to select Electoral College delegates by popular vote (HB 1921) never made it to conference. (https://house.mo.gov/bill.aspx?bill=HB1921&year=2018"Code Monkeys" Group=R) Rep. Jon Carpenter (D-Kansas City) introduced the bill with no co-signers. With a few weeks left in the session, there will be no movement on this one.
If the same holds true with other majority GOP states, the idea of circumventing the Constitution is a pie in the sky dream.
