I don't know if this is a "great" idea, but it certainly seems worth discussing.
I also love that it raises the extremely difficult question of scientifically defensible attribution of death and damages to global warming. I have long been of the view that once we get past that issue (similar to the difficulty that many had in defensibly attributing deaths to smoking), then there will be in the US and around the world significantly improved pace of action, in both policy and business activity, to address the climate emergency.
