That sounds amazingly dangerous. They could get you for practically anything with that.

That is the beauty of weasel words, they seem specific but are open to infinite interpretation

"patterns of dangerous behavior that MAY precede an act of targeted violence"
Define patterns and what constitutes one
Define dangerous in terms of to whom, what constitutes dangerous and how it is to be recognised as such
Define what constitutes behaviour, actions? words, deeds, thoughts?
and most dangerous of all
"That MAY precede an act "
Does May here mean, permitted, could, potentially, possibly, can, will, be sanctioned?

As @CeliaVL points out this wording can be applied to everything from going to the toilet regularly to plotting a revolution and will make them all potentially as illegal as one another.
