So infuriating.
Okay I have a neighbor that lives in the apartment complex next door. In the middle of the night (anywhere from 11pm to 2am) hes always walking behind our house, riling my dog up when she is outside. One night my mom saw him punch his dog and called the cops. Now hes been standing at our back gate waiting for our dog to come out at night and hitting her. She yelps and snarls at him. He's freaking us all out and hurting my dog and the cops won't do anything because she doesn't have any physical marks on her and we haven't caught him on camera because we are too poor to buy a security camera. Plus hes in the alley where it's legal to just fucking stand out there like a homicidal stalker.
Until we can get a camera that can take night video we are screwed. I'm scared hes going to hurt my dog or worse.
He's a fucking monster and I need to catch him with video.

Reread the post and realized he is outside your area. So one has to get creative. I now will assume he is walking on a concrete surface and just standing there.
Go to a camera store and see if you can rent a camera that will take pictures in the dark.
I'm with the "don't just let the dog out" crowd. No, you shouldn't have to go to the extra trouble but if there is a chance he will hurt the dog then you must.
Here is an idea: repurpose an old phone or tablet as a recording device. You can stream it to a hard drive or the cloud. Or stay there recording in secret every time you let the dog out.
Anyone that would abuse their own dog will not care about yours

I get that but there's no light. It's too dark. And (I'm not being racist this is a legitimate concern) he is a dark black man so it's even harder to catch clear video of who it is in the dark
@LadyAlyxandrea you for sure do not want to do something that could be taken as a hate crime.
all you need is to get that on video, call the cops, then post it online for it to go viral plus the guy's name.
He's making a decision that will change his life. He'll have fun getting a job or anything else after being blasted. Find out his name first.
AND if the cops do nothing about it THAT will go viral too!

Hence the problem. Camera on phone won't film in the dark and until I get a security camera....well

instead of letting her out, take her out, on a leash, and bring the cell phone, and keep it turned to video rather than stllls. if he hits her, or you, you are in a position to press charges.
is there any way you could get away with dumping refuse on him from an upper window?

Maybe keep her on a long lead at night away from where he stands? Temporary measure.

@LadyAlyxandrea How is he reaching her to hit her? I swear. If I were there I'd mace the SOB and I'm make sure it had dye in it too. (And if its legal where you are that might be a solution.).
@RavenCT I'm ordering a security camera Thursday and until then I'm gonna be outside hiding behind the area next to the gate. If I watch him and can see what he is doing I can scare him off
@LadyAlyxandrea I do not like the idea of you confronting him. But, you mentioned that you take tkd , no confrontation is not good as you could get hurt, not a good thing.
