What should we do to replace houses after natural disasters? People still have mortgages to pay. Most of us live too close to poverty to just build another house. Any constructive ideas?

This is an issue we're to have to deal with quite extensively as Climate Change heats up. We'll either need to find better ways to build, or figure out what to do once a house is lost.

This comes off as cruel but we really need to rethink rebuilding in disaster prone areas. I have always said get people out of flood plains and fire zones. Floods and fires need to be able to happen so that we don't have terrible disasters during very dry or wet seasons. Now that climate change is making drastic weather worse we need to be realistic.

Mabey instead of relief agencies helping people rebuild where they are they could build sustainable housing in places that are better suited for the circumstances we will be facing as wet gets wetter and dry gets dryer.

Don't rebuild in a flood zone. If fire is the problem then keep the trees and brush cut back to give yourself 100 feet of defensible space. And don't use a shake roof for Christ's sake!
