I don't think Trump has ever filled all the cabinet positions.
Trump is like the guy who has a garage filled full of unfinished projects... only the garage is the White House.

Little hard to fill cabinet positions when the rest of his staff keeps jumping ship ??
Let alone able to construct a proper sentence that does not sound like an elementary school student.
