My issue with that is the pet industry is a billion dollar a year business even without animals sales.
I know of more than a few collar fanatics that spend hundreds of dollars a year just on collars, many feed their dogs raw human grade meat. The list of things these businesses can make money on besides flipping animals is endless.

While hybrid animals have their place encouraging "mixed breed" animals as the smartest and most grateful is wrong headed on face, helping contribute to the need for shelters in the 1st place.
There is no way to track mutts. For all you know they could bring the worst health & temperament issues from the breeds involved.

EB are a hot fucking genetic mess anyway but people need to do their homework and quit getting animals they're not suited for and learn at least the basics of what they're getting.
EBs are one of the breeds (besides my own) that can put a veterinarian's kids through college, except they're a far worse mess than dobermans. I'm not even sure they can breed naturally.

^That right there, is what people are adopting not shopping. They're just giving the money to someone else not these idiots directly.. idiots like this depend on being able to dump their animals in shelters. They don't screen where their animals go...and the cycle continues.
Support entities that are careful to where and whom their animals go and stop with that mutts are always superior bullshit. Btw lots of purebred dogs started as mutts but began to breed true, my own breed started off as a "designer" dog for purpose, protection.

The problem is that homes aren't screened well enough like they are in "dog world". .
This just adds to retail rescue. Now you're going to start seeing imported dogs from all over the world with their new diseases. Sorry to be a debbie the downer but that's already a problem and this is going to make it worse.
If they want to have an impact they should ban pet shop sales of animals PERIOD.
Make no mistake, one still pays for an animal whether you take a rescue animal or apply to be screened with a contract from a breeder of ethic. The price might vary quite a bit, but it's still buying, shopping, just with a tweak of semantics.
I'd rather give my money to someone who has my back in the event of a life trauma, who will make sure my dog never sees the inside of a shelter, and screens the crud out of me before even allowing me buy one of their dogs, than simply be forced to buy someones ill bred mill or byb animal with no history, no infrastructure. The idiots who produce litters that wind up in shelters have no reputation or history to protect, a good breeder does, and won't let just anyone walk off with an animal cash in hand because they care about their animals and at the very least their reputation.
Dog world is small and if you let your dogs wind up in rescue people won't have anything to do with you. It's like the mafia, and they have loooong memories, and DNS lists.
Well it won't make it worse because this change has been enacted here in So Cal for a long while, actually, most pet stores only sell shelter dogs, cats and bunnies, I have seen for myself and the reality is that pet stores get picketed and shamed until they do. So it's been like this for years, but we have backyard breeders instead. and yes people shipping dogs from other states or countries. So many people prefer that pretty purebred puppy that this will always be a problem, but with the thousands of homeless pets from the California fires this had to be made a law. It's like climate change, not enough people will ever act to step up and do the right thing. It's a downward spiral.
As a result of retail rescue we've imported Asian meat dog flu (for which my old rescue girl had a terrible reaction to the vax, we almost lost her), (people lost young healthy dogs to this) and a new tick borne disease in the northeast.
These import businesses have also managed to skirt quarantine that everyone else has to abide by.
And before anyone thinks of jumping on my back that all breeders are evil. The fanciers, hobbyists and breeders of high ethic are the ones who have over generations made things like distemper vaccinations possible thru funding out of their own pockets.
The dna tests and health screens for canine health aren't funded by Billy Bob fucktard pit bull breeder who puts up tear flyers at your local hardware store. Those advances were funded by kennel clubs.
This has helped to place thousands of shelter pets in homes. This is California. If you don't own a rescue, or a needy senior you get a serious side eye and come off as a hoity-toity asshole. We are mutt and rescue heaven.
@CaroleKay but it is not always about the pretty purebred puppy really. A real dog breeder isn't going to let their blood sweat & tears go just anywhere. E.g. a Belgian malinois breeder of any repute is not going to let a puppy go to a novice. A standard poodle breeder is likely to send you home with a speutered puppy unless you sign a show contract because they don't want their dogs falling into "doodle people" people hands. (doodle people have destroyed poodle world)
It's one thing to find homes for animals affected by circumstances like fires, death, but another to support back yard breeders and mills in a round about way by only allowing "rescues".
The idiot back yard breeders has it in the back of their mind that they can continue making money off the backs of their animals with no thought to their fates, as they've got "rescues" they can dump their dogs/animals in when they get to be too much to feed let alone vet.
There is no community that is going to set them on fire for doing that like real dog world will.
Breeders of repute that word gets out "loses track of" 2 or more dogs that find themselves in "rescue" become radioactive and tarnish their names, painting themselves into a corner. Thus self regulating in a sense.

I don’t know. I’m not sure why you would want to, but it puts an end to the unresponsible practice of breeding pets and selling them in pet stores. Spay and neuter in the future. There are already too many pets in shelters needing homes and being euthanized because of irresponsible pet owners allowing their pets to have litters.
