This looks like parody. Even Dobson doesn't use that kind of rhetoric. Also notice the name is Dodson, not Dobson. Now maybe there IS a guy named James Dodson who is that nutso!
However it's a perfect illustration of Poe's Law, which states that any parody of fundamentalist religion is difficult if not impossible to distinguish from the actual religion.
Another clue that it's parody is that the listed web site, StopMasturbationNow.org, is clearly parody, with headlines like "Family Dies in House Fire Caused by Masturbating Teen".
Funnily enough, I mistyped the link at first as StopMasturbation.org, and that redirects to an innocuous looking marketplace site which, the first time I tried it, was actually featuring diamond rings for sale!

I want to dismiss this as satire, but so much of conservative Christianity seems like a bad parody of itself these days...
