It is not new, many activists have been pointing out for years the suspicious nature of FEMA camps standing unused but maintained for immediate activation, stockpiling of black plastic "coffin shaped" containers at these sites, the buying up of abandoned wal-mart facilities by the government and their conversion in to "administration" centres complete with fences and cages that look all to familiar. Underground networks of transportation tunnels not open to the public.
Of course all of that was just the rantings of conspiracy theorists.
