The Republicans are planning on using this pandemic to reverse the demographic transition of the country.

After all, he's saying he wants everything back up and running by Easter.

This pandemic has put a major crimp in his plans, and he doesn't like it.

He already walked back opening everything on Monday. His fall back position is to blame the economic problems on someone else--governors, mayors, Democrats--if things get worse. I am flabbergasted that once again, these con-man tricks seem to be working as his approval ratings are far better than they should be.
I can't say I understand the logic of his notion of relaxing restrictions in places that haven't been hit has hard. All you are going to do is release the virus into the community to spread exponentially (it's almost doing that WITH all the restrictions, although there hopefully is a lag time between when we shut everything down and the numbers we're seeing now).
Hospitals will be overrun, more people will die than is necessary, then he'll blame states, governors, mayors, and Democrats. Rinse and repeat. And who knows? It might work AGAIN. Many Americans can't remember what happened 20 minutes ago, so lying to them about what happened 21 minutes ago is fairly easy.
