Not necessarily. I bought a small 2 BR, 1 bath house on three acres near Hilo for $85000. It's completely off grid, 3000w solar, 10,000 gallon catchment, cesspool. No electric bill, no water/sewer bill. I spend $10-$15 a month on propane for the stove, hot water, and dryer.
Food and other commodities are generally 10-25% more expensive than on the mainland. But you have a 12 month growing season, and local produce is quite affordable. So, depending on how you choose to live, it's doable.

@Charlene, you can't afford Kona side, neither can I. But Kona is practically desert. On the East side, you can get 3 acres for $20K, and a small, comfortable, off-grid house for under $100K.
Not that it's all rainbows and lollipops here. Thanks to a tropical climate and a very generous state in terms of free medical care and Food stamps, it's possible to survive here with virtually no income, and many do. Unfortunately, the ills of poverty come along with that. Drug use is quite high (no pun intended) with meth the major drug of choice. Most meth heads support their habit through theft, whichis also a huge problem. Most of these modest and not-so-modest houses have sturdy gates and one or more large dogs.
I don't know what it's like in Portugal. But there is a lot to consider.
