The ship has hit an ice berg and sinking. Some people are panicked and want access to the life boats and instructions on what to do, while others are infuriated that the stores and restaurants have been closed and they can't get souvenirs.

This chaos is the result of an incompetent captain and some of the crew telling passengers that they can continue enjoying the cruise because the ship sinking is not really an issue and that crew members telling them different are also wrong and not to be trusted. There are also some first class passengers (who also happen to be investors in the cruse line) walking around telling everyone that there's a magical processes going on that will protect everyone and plug up any holes in the ships hull. That everything is under control. Those who jumped overboard attempting to get in the life boats and drowned in the waters were over reacting.

The members who didn't agree with the captain were busy reassuring everyone that once they reach shore, everything will be fine as they will be able to complain to Customer Service and have the captain removed and replace with a new captain!

Some of the passengers are not reassured by this because, THE DAMN SHIP IS SINKING!
