Trump always talks through his two faces. The news link I provided links to a tweet from Trump which acknowledges the GSA resource approval. So ya, he supports it and he doesn't.
Mark my words. He's still planning something. Why would he put all his flunkies in key jobs? He's got something going on.

I think he's being as disruptive as he can to create leverage for a deal in lieu of prosecution for upcoming criminal indictments.
