What if "terrorist groups" outside of the US are actually groups working to increase the unionization of workers in the world, and needed weapons and anonymity to combat the corporations and corrupt governments who oppose worker's rights?
Global corporations who thrive on cheap labor would have a lot to lose.

OK, the way that is phrased sounds corporate-biased. How would working to increase 'unionization', rather than the union undermining that the Right & GOP have pushed for decades (& seems much more 'nefarious' to me) be an act of "terrorism"?
Tho, admittedly, some Unions have been undermined (money, greed, co-opting by the corporation, "Mob" takeovers), the concept of guilds/unions are solid & one of the few real protections & solid voice for the worker. If weapons are needed to form Unions, we have far more problems than these "groups" you speculate about.
