Attempting to reform orthodox religion from within is a bit like giving medicine to the dead. All religious leaders know that to truly reform their faith is to kill it, not that I am against such an outcome, mind you!
As I understand it, this woman could be legally divorced and could remarry without any concern of bigamy, other than how her orthodox religion viewed it. In western societies, one is free to join or leave a religion, or even to form a new one. Asking the state to intervene in a religion’s practices or beliefs just because one doesn’t like how they are affected (assuming no impact to one’s health or safety) is a bit like asking to change the rules of a game when you’re unhappy how it’s going. Just quit the damn game and walk away!
Which is what will happen, of course, with many of their younger adherents, if they don't modernise their thinking.
She had no money to get a civil divorce? Both parties do not have to agree to it. She must have wanted to stay in her religious community.
