And there's a good chance that the US DOD has been sitting on the technology to solve the problem for more than 60 years.

I used to work in the oil industry (BP) about three decades ago. Then the EU was going to ban diesel engines by 2005(?). So what did BP do? They got out some recipes for diesel that Esso made during the middle 1960s, cooked them up an hey presto! Diesel until 2050!
Chances are, that will happen again, and probably next year. That will extend the life of the petro-chemical industries for another five decades.
