In essence the latest recruiter instructions include telling recruits that they will be given the option to avoid serving in anti-abortion states whenever possible.
All branches of the military are having a very hard time reaching their recruitment levels. Of course abortion is not the only issue but they're doing everything they can to enhance the attractiveness of military service.

@Lorajay My brother was in the army. He would tell you that the phrase "whenever possible" is meaningless in the military. Anytime a contract only allows one side to use discretion, it is a bad deal for the enlisted.
