Fuddy duddies
I understand it in some places -- like San Angeles. I live in Houston and everything that rains north of the coast runs down hill -- guess where -- the southern coast on the continent. Whether I conserve water according to the popular definition of conservation or not, there is more fresh water that the population could possibly consume (along the coast). We can't pipe it -- no one wants to pay for. Bottling it? Same thing. So it all runs into the ocean.
