When the privates sector fails, government steps in. Some parents, many parents in the past, did not educate their spawn on the topic of sexuality. Gils panicked when they began to menstruate. Boys had guilt for nocturnal ejaculations. Things are more complicated currently. Talk to your spawn so the government doesn't have to.
