Darkskies.org advocates for less light pollution.
Fort Pierce (Florida, USA) on the beach does that for the Turtles...the street lights are almost an eerie orange-red in the evening.
This began decades ago & we are building on our successes albeit too late for some. Larger metropolises are slowly getting on board.

It will help. Birds migrating at night become disoriented by the lights & crash into the windows. In the morning there are many little bodies at the foot of the buildings. Warblers, thrushes, and other migrants. The population is crashing & anything that is not a hindrance is a positive in this case. The bodies in Milwaukee were collected & sent to the University for study. A sad ending to the hundreds of miles of travel.
