He didn't make that determination himself, someone told him that. Most likely a certain powerful admiral who will go unnamed. The steam catapult technology is tried and true, and the magnetic launch technology is very new and hasn't had the combat experience.
I will neither confirm nor deny that I have a personal opinion on this mater.

They have been testing the mag cats for 9 years at the lakehurst naval base. Would have loved to see them in action. Those steam cats are so loud and would rattle our whole birthing when they launched.
The man can't string together a complex sentence and knows about this technology? uh...sure...lol...
