Foreign governments, in fact no government, can sue another government on behalf of a citizen. This is an internet rumor.

@SaucyCheryl I don't think so Cheryl. I am not familiar with any such suit where a foreign government participates other than as amicus curiae on behalf of their citizenry. Unless they foreign government suffered some type of injury they would have no standing. If you know of any such suit let me know as I would be interested in reading about it. As for the right of the citizens to sue, that is a completely different issue. Their rights would be subject to the qualified immunity that foreign governments receive. This immunity has not been absolute since 1976 when it became presumptive and subject to many exceptions. You may recall a recent suit where Indian citizens brought suit against a foreign international organization (such organizations are treated exactly as foreign governments) based in the United States for pollution caused in India.

Unfortunately there is no basis for a lawsuit. They would have to prove fault on the part of the US government based on some negligent act committed by the government.
