No jail time for petty shoplifting. Same with small amounts of drugs, sex workers... This is probably staged to incite a small minded audience. Philly has similar laws. If its real, that's a minimum wage security guard. If that had been a real cop, that bike boy would be in the hospital getting stiches. He'd be taken in, processed put in a cell 24-36 hours, released ROR without bail and get a court date set. Yes the prosecutor wouldn't charge them pending they pay a fine. If it were second offense they'd be placed on probation and put into the system. Violation of probation puts your ass in jail.
