So-called "executive orders" are only instructions to government agencies. They are not commands to individual citizens. The United States is not yet a Monarchy.
"executive orders" are what they are -- communications and/or commands to those whom the issuer has authority over -- no more, no less.
Order recipient reactions will result in consequences -- that's why we choose leaders and delegate authority to those leaders -- for good or ill.
We belong to a society including all the associated benefits and responsibilities.
If the government agency provides services to individual citizens and denies access to them because of a government agency rule it has the same effect as commanding those individual citizens.
Citizens in favor of all this individual liberty never think about the chaos we would have without some rules.
So what? Is this a reference to anything in particular? Vaccinations? Masks? Are you one of those in favor of prolonging and intensifying the covid-19 pandemic in order to make Biden look bad? Or are you talking about something else entirely?
