Idiots. The lesson is to call Animal Control or the local Humane Society and wait as long as it takes. Calling the cops on something that doesn't need to involve shooting is probably a bad idea, unless it's a car accident or some property thing like theft or vandalism, since you always need a police report on those things before you can file an insurance claim. They are like people who have only a hammer and see everything as a nail...
Law enforcement don't seem to be taught that guns are not toys and should only be used as a last resort after all other options have failed.

They should be forced to watch Hope for Paws eight hours a day for a week. Not only would it show them what they did wrong but show them how cruel they were to a frightened animal. Then I would have them work at an animal shelter for the remainder of their suspension without pay.
