To the best of my very limited knowledge, it's a species of mole salamander. I believe it's a Jefferson salamander. They're burrowers; so it's not common to encounter them.

@Insectra I've only ever seen one skink. I walked past it with a quick glance, and only noted something odd about "that salamander's" appearance. I was six paces away when I realized what had stood out was the fact that it had scales.
That's when I discovered that there are lizards in Pennsylvania.
