So I've been reading up Isro a Personal History, and it is really interesting. It's about a person named R Aravamudan who was one of the initial scientists chosen by Mr. Sarabhai for the ISRO project. It's an interesting read about how India became a capable spacefaring nation. If you've heard of India's past president, Abdul Kalam (RIP), he was one of the physicists who worked on ISRO as well. There is also mention of how NASA offered what little help they could back in the 1960s. I'd strongly recommend reading it if you have an interest in reading about the history of how India became space faring.
Being in the US means that one does not hear about or actually think about topics like this until they are put in front of us by a person. Thank you for your input. As the US rolls back its efforts other countries will have to take up the effort.
