Don't know if you saw the interview, but Keating is quoted as saying intelligence services are run by nutters. I don't think he means that at all.
Intelligence services are naturally paranoid; its their job to think and prepare for worse case senario. It is a politicians job to analyse what they say and take it into account when developing policy. It is not their job to follow advise to the letter.
So I believe the "nutters running things" Keating was referring to was the spineless politicians who have let our security services direct policy.

When I was 16 I was an ardent Shortwave Radio Listener and would receive QSL cards ( Confirmation of Report for receiving Radio Programme/s) from Radio Stations all over the world.
A number of times I sent reception reports to Radio Moscow and received QSL cards, letters and magazines, etc, in return, nothing overt/covertly political what-so-ever BUT for 3 weeks solid I was followed everywhere by 2 men in dark suits driving an 'unconspicuous' (LOL) BLACK Holden who turned out be, after being challenged by my father and I together, A.S.I.O. Operatives.
