Nicolas Maduro's government implemented the "Back to the Homeland" plan to help bring Venezuelan migrants back to their home country.
The grass isn't always greener on the other side of the hill? While people run from their westernized puppet governments to find sanctuary in Venezuela, those same countries aren't so welcoming to those after being enticed by false propaganda media reports when Venezuelans go to them. It only works if you have established wealthy relatives in those countries.
