This is government combating an epidemic they created under the Reagan administration. As the cocaine Oliver North via the CIA was transporting into the US. In some cases to a spot in no other, Arkansas, when Clinton was the then governor. The 1994 Violent Crime Control Act was basically a CIA operation right here at home, none other than that they use to create strife in other countries. It help to fund the Iran-Contra crimes after representatives canceled Reagan's illegal funding to the Contra in Latin America. As this started in Los Angeles and spread throughout all major cities using mainly the Crips and Bloods at first, making these gangs rich, powerful, and destructive. Earning many in black communities the label of super predators.

Our policies are not designed advance society. With the 1994 crime bill and then 2 years later the 1996 welfare reform bill, these communities experienced an increased in extreme poverty making the situation worse.

Try applying the use of the red flag law, or asking for assistance with a family member experiencing a mental breakdown condition. These have a high rate of ending in excessive police force or death by shooting in especially large metropolitan areas. Also largely due to the extreme poverty a family can't afford proper care or transportation of a family member on their own, with no other means, they are compelled to rely on a system that is geared towards little to no empathy for them calling it for help.
