Gov. Abbott, the waste of skin governor of Texas decided to punish Joe Biden by forcibly shipping aliens to DC. Well that would have been felony kidnapping, so instead, he asked for volunteers. Those people that volunteered were mainly asylum seeks, and he saved them $350 for transportation and sent them to an area where they would more likely have their cases approved.
The Texas monthly article explains the whole scenario, but it boils down to the state of Texas is funding immigrants transportation to the east coast in order to stop illegal immigration.

At least they are not shipping asylum seekers to Rwanda and paying the Rwandan government to keep them there for "processing"
