The usual crap of wanting someone else to take care of something that benefits all.
Years ago a club I was a member, Seattle Tree Fruit Society, was asked to prune and tend to a row of fruit trees that formed one boundary of a large pea patch which we did. I started a conversation and we asked the person in charge of the pea patch if those who use the facility harvest the fruit and she said they did. I then asked why do they, therefore, not take care of them. She said they were mostly immigrants from various countries and wanted to keep to their own and volunteering was not a part of their culture. Besides, she could get people as us to do the work. I convinced the club to not help in the future. We need to stop being so quick to enable others in their bad habits.

I've heard this before at urban forestry conferences. authorities and non-profit groups have to work directly with residents.
